Most LA homes are stucco, and stucco needs different prep than wood or siding. Before any paint goes on, a crew has to pressure wash the surface, patch cracks, and often apply a masonry primer so the finish coat actually bonds instead of chalking off within a couple of years.

Los Angeles County falls under the South Coast Air Quality Management District, and SCAQMD Rule 1113 caps the VOC content of any architectural coating sold, supplied, or applied in the district. It's considered the strictest paint VOC regulation in the country. Interior flat paint is capped at 50 g/L, interior non-flat finishes like eggshell and satin at 150 g/L, primers at 100 g/L, exterior flat at 100 g/L, and exterior non-flat at 150 g/L. If your home was built before 1978, likely yes. The EPA's Lead Renovation, Repair, and Painting (RRP) Rule, in effect since April 22, 2010, requires any paid contractor disturbing more than 2 square feet of interior painted surface or 20 square feet of exterior painted surface on a pre-1978 residence to use EPA-certified firms and lead-safe certified renovators. This applies to work on rentals, homes with children's facilities, and renovate-to-sell properties. It generally does not apply if you're painting your own owner-occupied home yourself. A large share of LA's housing stock predates 1978, so we check the build date and flag lead-safe requirements during the initial walkthrough rather than after a crew has already started scraping old paint.
Generally, no. Painting an existing home, including an exterior color change, is treated as cosmetic work and doesn't require an LADBS building permit in the City of Los Angeles. There are two exceptions worth knowing about. If your home sits in one of LA's 35-plus Historic Preservation Overlay Zones, such as Angelino Heights, West Adams, or Windsor Square, an exterior color change may need a Certificate of Appropriateness before you paint. And if a crew needs to place scaffolding in the public right-of-way, that requires a separate Bureau of Engineering permit. Some HOAs also require separate approval for exterior color changes. These rules reflect City of Los Angeles requirements specifically; if your property is in a different city or unincorporated LA County, check with that jurisdiction's building department, since requirements can differ.

It doesn't include C-33 painting licensure, and California law requires a licensed contractor for any painting project over $500 in combined labor and materials. Under CSLB rules, a Class B contractor can self-perform painting when it's incidental to a larger multi-trade project the contractor is executing, but can't take on a standalone, painting-only contract without holding a C-33 license or subcontracting to one.
